Qui Tam is the latin abbreviation for the term 'qui tam pro domino rege quam pro se ipso in hac parte sequitur', meaning "[he] who sues in this matter for the king as [well as] for himself."  It basically relates to suits filed under seal by those who whistleblow on fraud, waste, and abuse by U.S. government contractors.  Rather than expound, please read this link or Google 'qui tam' and/or contact a whistleblower law firm for additional information if you feel that you have a case under this law.
